Lower Harbor was the original site of Eleder colony. It is an ethnically mixed district. Its inhabitants include Zenj, Bonuwat, and Bekyar, but also more liberal colonial Sargavans. Most of the several first and oldest businesses like fishing industry and manufacturing of mundane goods, are located here.¹
