Baelim the Black, or Baelim of the Black, is a grim, ruthless dwarven jailor in Highhelm who assumes custody of petty rich criminals by purchasing their legal fines and then jails his prisoners in Broch on the Ledge. He gets a lot of money by charging the victims' relatives when they finally arrive to purchase their beloved ones' freedom.
