The Viridian Cartel is a group of unscrupulous merchants based out of Port Peril in the pirate islands of the Shackles. Led by the Katapeshi merchant Zeru Faizel, the Viridian Cartel are powerful enough to be able to negotiate directly with the Hurricane King to secure trade concessions and protection for their merchant fleet. The Viridian Cartel often uses methods that would be illegal in any of the Inner Sea's more law-abiding nations.
