Lady Sutarai-Gongen is the current leader of the divided tengu nation of Kwanlai. She is a highly powerful half-celestial cleric of Hei Feng and rules partly as a spiritual leader and partly as a monarch. She has the allegiance of all five major tengu clans. She resides in the capital city of Hisuikarasu.
