The Robed Council serves as an important part of the power structure that rules the Karazh capital city Ular Kel. The Robed Council serves beneath the ruling Water Lords, they are a powerful coalition of spellcasters who oversee all of the city's military magic. Along with Ular Kel's most prominent merchants and guilds, they help effectively run the city.1
