Colonel Joelm Colmar is the commanding officer of Castle Borgoffi, which guards the entrance to Lady's Harbor in the Ustalavic capital city of Caliphas. Joelm feels wasted commanding the castle's assortment of rusting siege weapons and considers his role to be a tedious career cul-de-sac.
