Hegmar of Frembrudd is the owner of the Damned If It Didn't Rain, a large three-story inn in the pirate town of Pex on the Devil's Arches island of the Shackles. Hegmar is the widow of a famous pirate from the far north. The inn gathers buccaneers of Ulfen descent as well as Varisian merchants who own warehouses in the town.
