Baron Boalloc is the husband of Baroness Frederyka Elvanna, one of Queen Elvanna's many great-granddaughters, and ruler of the river town Belila on the northwestern border of Irrisen's Bleakmarch province. Baroness and Baron both would prefer to be with their own kind in Algidheart or Whitethrone. They express their disappointment exercising cruelties on the poor peasants and the servants of their stony keep.
