Prince Zinlo is the ruler of Aspenthar, one of the five allied city-states of Thuvia. He is an ambitious man, and all of his subjects are required to undergo military training. He has also been cultivating links with the Water Lords of Thuvia's interior. Some suspect he has plans to hijack shipments of the sun orchid elixir bound for other cities, or even to kidnap the elixir's creator, the alchemist Artokus Kirran.

A group of agitators are seeking to put his eldest daughter Ziralia on the throne of Pashow.
