Odie Phexen is the former harbormaster in Magnimar. He was replaced by the Council of Ushers with Vert Aigerd, against whom Phexen harbors ill will for having stolen his job. He attempts to use his connections with the Washside Wringers, a Sczarni gang, to cause problems for Aigerd and get his job back.
